Limitations & out-of-scope
Organization.Read.All and User.Read.All are read-only — the export documents subscription counts and per-user assignments but cannot reassign, remove, or purchase a license; that step happens afterward in the M365 admin center. Service-plan detail is only as granular as what Graph's subscribedSku endpoint reports, so a custom internal license-naming convention some tenants use won't be reflected.
