Limitations & out-of-scope

Files.ReadWrite.All spans both reading the source drive and writing the target drive under one OAuth grant, the same single-app model as Mailbox Migration rather than the split source-read/target-write app pair Chat History Export uses. Permission preservation is best-effort — a sharing link or external-user grant with no equivalent identity in the target tenant cannot be recreated exactly, only approximated or flagged for manual review.
