Limitations & out-of-scope

Organization.Read.All rounds out the scope set to resolve tenant-wide user attributes, but the census itself is per-SharePoint-site — a user's OneDrive personal site is only included if it's modeled and selected as a site in the run, not automatically swept in on every scan. Categorization (Owner/Internal/External/Guest) reflects site-level role assignment at the moment of the scan, not historical access.
