Limitations & out-of-scope
Sites.Read.All and Reports.Read.All are both read-only — the threshold configured only changes what gets flagged as stale, it never triggers an archive or delete action on its own; that decision and execution stay with the site owner or administrator. Usage-report data behind Reports.Read.All can lag actual activity by up to two days per Microsoft's own reporting refresh cadence, so very recent activity may not yet be reflected.
